Requesting the Joint Committee on Government and Finance to make
a study of the State's emergency preparedness for a large
scale disaster.
Whereas, This State should be fully prepared to meet the needs
of its citizenry in the event of a large scale disaster, whether it
be of natural or other causes; and
Whereas, This State should assess its capacity to mount an
emergency response to a large scale disaster to assure its
citizenry that it is properly prepared for such an event; and
Whereas, This State should create a pilot program in a rural
area of the State to improve its medical readiness to respond to potential disasters, and this pilot program should be used as a
tool to better assess the State's capacity to respond to large
scale disasters in all of the State's rural areas; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to review, examine and study the State's emergency
preparedness to respond to a large scale disaster, and to study the
feasibility of creating a pilot program in a rural area of the
State which would improve its medical readiness to respond to a
large scale disaster and enable the State to better assess its
emergency response capacity in all of the rural areas of the State;
and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2002, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
